Office of the District Attorney
The Office of the District Attorney of York County seeks justice for crime victims, the community, and criminal defendants, while aggressively and impartially prosecuting crimes that occur within this jurisdiction. Furthermore, it strives to exercise prosecutorial discretion in a manner that will both improve the law and cause it to conform to the needs of society.
Our vision is to enhance the quality of life in our community, to be leaders in quality prosecution, aggressively advocate for our cause, and continue to achieve our goals through teamwork. It's because of qualities such as these that our office continues to be leaders not only throughout the Commonwealth, but across the country.
In 2011 we continued our standard of excellence in the courtroom obtaining over 90 guilty verdicts in trial, along with countless guilty verdicts in bench trials and the thousands of guilty pleas. Those guilty verdicts included 8 homicide convictions (1 - sentenced to death row, 3 serving life in prison, and 4 serving 20-40 years in prison). There were many other notable convictions for crimes such as armed robbery, and sexual related offenses that sent defendants to state prison in excess of 40 years. This would not be possible without the hard work and dedication of the hundreds of officers that serve this county on a daily basis and for that we say Thank You.
Often forgot about because of the closed hearings and away from the media scrutiny is the Juvenile Unit. The juvenile unit continues to play a very important role in this community with the rise in violent offenses by juvenile offenders. Our Juvenile unit attended 1,100 court appearances up from 920 in 2010. They won 121 out of the 137 adjudications (trials) that they faced. Outside of the courtroom, our juvenile unit continues to be instrumental in other matters such as helping to create an Escape policy with YDC, working with the Chiefs of Police Association to redo the current allegation form and sitting on numerous boards locally as well as in Harrisburg.
Just as important as those who are held accountable for their actions, are the crime victims. This year our Victim/Witness department was able to serve 6,015 victims of crime. Our coordinators attended prelims with 1,520 victims, accompanied victims to court proceedings 2,689 times, provided case status updates 6,427 times, advocated on behalf of victims 9,608 times and notified victims of the outcome of 204 appeals. This office continues to make sure that victims of crime are not victimized once again by a system that is often lengthy and unpredictable. We however cannot do this alone and we would like to thank our partners such as VAC, Access, Safe Home and YWCA.
In addition to the highlights mentioned above, Chief Deputy DA Tim Barker was asked to serve for a second consecutive year as the National Highway Traffic Safety Attorney for the country, helping to give York County a voice nationwide. Former Assistant District Attorney, Tom Reilly was elected Magisterial District Judge in November 2010 and recently took office. We thank Tom for his years of service and wish him the best.
2012 looks to be another exciting year, as the office begins its first full year following its internal restructuring. After being judge based for years, the office decided to restructure to topic based teams (major crimes, vehicular crimes, felony narcotics, etc…). This was done in an effort to help attorneys gain a stronger knowledge of the law in a given area.
